Bishop Frank J. Caggiano of Bridgeport, Connecticut, is the new chairman of the board of Baltimore-based Catholic Relief Services following his appointment by Archbishop Jose H. Gomez of Los Angeles, president of the U.S. Conference of Catholic Bishops.
